The DENR’s end products for us are the deeds of sale, but as committed by former Secretary Cimatu, DENR would help facilitate the titling to the extent it could. For now this would be in the form of automatic transmittals of the notarized deeds to the Registry of Deeds, hopefully by the end of this month. 

As a matter of practice, lot applicants are given ten (10) days by the Registry of Deeds to complete the titling transaction involving completion of other requirements and payment of fees, although there is no expiration date for RD’s processing of titles. 

Upon receipt of information from AFPOVAI and RD, individual lot owners will be advised to start complying with the requirements since actual payments will start from transactions with the City Hall and the BIR. The requirements normally include: notarized deed of absolute sale, notarized acknowledgment receipt, TIN, photocopy of ID, certified true copies of latest tax declaration and tax clearance, certificate of improvement or no improvement (for lots only), marriage certificate or cenomar, birth certificate (applicable for extrajudicial settlements to prove relationships), housing association clearance, and location map. Only after all the specific requirements and payments are met and given proof at RD will the TCTs be released to the lot owners. 

But don’t worry. The checklist for this will definitely be provided. We’re actually planning to call on the LRA and work out a special arrangement with RD first in the same way we got the JTF in place if only to ensure a systematic collective process. 

In any case, here’s something that will help facilitate things. Our working JTF will already serve as the vehicle for disseminating info updates on the awarding of deeds of sale, instead of the usual individual notifications by mail which will take almost a month to complete. In fact, during our 04 Feb JTF meeting (our last was on 24 Feb), the DENR and AFPOVAI sides, aware of a potential clog-up in the processing of documents and ensuing confusion among lot applicants in the handover from DENR to RD, agreed on the following procedures: 

1. AFPOVAI shall get individual authorizations from lot owners to secure in their behalf the certified true copies of their deeds of sale.
2. DENR will notarize the deeds of sale and transmit same to the Registry of Deeds.
3. DENR shall provide AFPOVAI certified true copies of the transmittals for the latter’s follow-up efforts.
4. On satisfaction of preceding condition, DENR shall release the certified true copies of the deeds of sale to AFPOVAI.
5. AFPOVAI shall release the certified true copies of deeds of sale to individual lot owners. 

The process is quite clear. DENR will be the one to transmit the notarized deeds to RD, copy furnished AFPOVAI, so that AFPOVAI would be able to inform all lot owners that their deeds of sale are already in process at the Registry of Deeds. Given our agreement at JTF on a shared google drive, progressive actions on the transmittals will be electronically inputted by DENR and easily seen on the computer by AFPOVAI to enable us, in turn, to promptly inform you of when those awaited transfers to RD happen.
