After na published ko dito sa Viber Community, ang opinion coming from knowledgeable Lawyers and from some AFPOVAI members (or maybe silent AFPOVAI members) concerning our quest of a title of our AFPOVAI Lot, I receive more question, such as the question about the obstacle created by the PN Golf Course.
I told them na, when I went to Manila and Visited AFPOVAI office, ang problema sa PN Golf Course is maybe solve already.
Our AFPOVAI leaders in Manila, painstakingly and heroically follow-up the titling of AFPOVAI Lots inside the PN Golf course area.
However, I will still publish here some of the opinion from those I talked to, about the PN Golf Course.
They cited (thru the cell both local and abroad) some ideas on how the PN Golf Course can be controlled so that it cannot delay further the titling of AFPOVAI Lots.
With their permission, I recorded our conversation, and later I consulted some lawyers about their ideas.
I was fortunate to have a secretary who is good in transcribing the recorded conversation.

I hope the following opinion/suggestion can give us some ideas in handling the PN Golf Course.
Based on the experience, of some AFOVAI Members, the making of the Golf course is, most of the time, only a privilege given to Camp Commander to use “vacant and idle” lands of our Government for the recreation of their personnel.
That is why the Navy created the Navy golf course, And the PAF created the PAF (or Villamor) Golf course.
Usually it starts with only one Course with only one hole. Then it gradually expand.
Since Military Commanders don’t really have the funds to create a real golf course, they start soliciting funds from the private sector.
These solicited funds gradually evolve into a seemingly hidden investment because the golf course will later on generate income.
As the golf course grow bigger it becomes somewhat a (secret endeavor) private business organization.
That is why, they do not even know, if it is a Government or a Private organization.
Most of the time, it is not even audited by COA.
The management of PN Golf course must already realize that the land area that their Golf Course occupied is no longer a “vacant and idle” land.
Many retired AFP/PNP officers are already applying for a title of their AFPOVAI Lots based on Presidential Proclamation No. 461
That is why, it is time for the PN Golf Course to vacate the area.
However, because the Golf Course evolve into a lucrative business, the management of the Golf course, develop some sort of a shady connection, all the way, to the top leadership of our Government.
This created a serious problem to AFP Officers Village association. It is causing to much delay in pursuing the essence of Presidential Proclamation 461, which is to provide subdivision Lots, as a fitting tribute to retired and active AFP/PNP Officers.
It has delayed the titling of the AFPOVAI Lot to more than 17 years. Many of the retired AFP/PNP officers died already waiting for the title of their AFPOVAI Lot.
The PN Golf Course is just like a “TROJAN HORSE” that grow inside an AFP establishment, to attack it from the inside.
And beside, the Filipino people, our country men, will not like that precious Government Lands will be used for golf courses that are even close to each other, like the PN Golf Course and the PAF (Villamor) golf Course. Maybe one will be retain to attract tourist or to beautify Metro manila.
Maybe the Villamor golf course can do this purpose, but having another golf course in the area is a waste of government land. The land occupied by the PN Golf Course is supposed to be used for other Government noble purposes.
If the PN Golf Course management, using shady connection and using non-valid reason, will continue to delay the noble mission of providing a fitting tribute to deserving AFP/PNP officers, it is high time that the top leadership of the AFP/PNP and the Government must do something about this. The morale & welfare of retired and active AFP/PNP officers should not be taken for granted.
