SEPT 17 PHASE 678 CHAPTER ELECTION PROCEDURES

Dear Fellow Lot Owners:

Sorry about this delay. We had to run through certain procedures before these got finalized. Finally, here are the important and critical information you all need to know.

  1. Our GA/BOD Elections shall be hybrid in nature, a combination of both physical and virtual events.
  2. The elections will start immediately upon registration at 9:00 a.m and end at 11:00 am.
  3. The GA program will commence at 10:00 am, run concurrently with the elections and terminate at 1:00 pm.
  4. The physical in-person meeting will be held at the Multi-Purpose Hall of the Integrated Montessori School at No. 51, Diego Silang Avenue, Phase 2, AFPOVAI, Western Bicutan, Taguig City, while our virtual assembly shall be done in zoom session, which can accommodate 500 participants.
  5. All available incumbent members of the BOD and Officers will be physically attending the GA/BOD Elections at the Integrated Montessori School, from where the Chairman, Vice-Chairman and President will be delivering their reports/remarks.
  6. MIGS who wish to render their physical presence and participate may also gather and participate at the venue.
  7. All the rest of the Phase 678 Chapter members may join the virtual gathering via zoom by clicking on the link to be provided by AFPOVAI prior to the elections.
  8. Only members in good standing (MIGS) shall be eligible and allowed to vote. But members who failed to settle their annual dues with AFPOVAI (non-MIGS) till the start of the GA/BOD Elections on September 17 shall be allowed to register and participate nonetheless in the General Assembly, but not in the elections.
  9. The number of candidates to be voted to the Phase 678 Chapter Board is ten (10) in order to fill up all the Board, Committee and management positions. But we also have two Directors-at-Large positions, thus totaling 12 positions.
  10. As of this post, the candidates running for our Chapter BOD, as listed alphabetically, are the following:

  11. Also, to ensure our solid vote, we only have one (1) candidate as Phase 678 Chapter representative to the AFPOVAI Board: General Generoso S Senga AFP (retired).
  12. All the above-written names shall be included in the Phase 678 Chapter official ballot that will be electronically sent to all MIGs on election day.
  13. Electronic Registration of Voters and Non-Voters

For everyone to be able to participate in our GA and BOD Elections, here are the procedures to follow:
a) All members must first register their email addresses and mobile telephone numbers with the AFPOVAI Phase 678 Chapter Election Committee (ELECOM at afpovai.ph678@gmail.com. This applies both to those who are physically participating at the venue or virtually via zoom.
b) The period for registration shall commence on September 15, 2022 and end at 10:00 am of September 17, 2022. This is today. So you may already register online with the ELECOM to help our committee organize participant information ahead of time. Your submitted email addresses and mobile numbers shall also serve as you identification numbers.
c) Registered members shall be classified by the ELECOM as either MIGS or non-MIGS based on their verified payment status only for the purposes of this GA and BOD elections.
d) Please take note: The MIGS will be allowed to vote for the BOD candidates while the non-MIGS will be disallowed. But all shall be welcome to participate in the proceedings of the General Assembly.

  1. In-Person Voting Procedures on September 17.

a) The conduct of the election proper shall be done immediately following the registration of the participants at 9:00 am. Upon entry into the Multi-Purpose Hall, the participants shall be ascertained as to their status as MIGS or non-MIGS and provided instructions accordingly by attending ELECOM personnel.
b) All MIGS shall be led to a voting desk and guided with instructions by an AFPOVAI staff on how to vote using a workstation or computer provided for the purpose. The in-person voting shall be done on a google form in the computer.
c) Once opened for him/her, all that the voter needs to do is click on the boxes opposite the names of his candidate choices and hit the “submit” button and the voting procedure is done.
d) An alternative mode for casting of the votes in the venue shall be directly through the mobile phone of the voters. Once registered, the voter shall receive a text message from the ELECOM containing a link to the official ballot in a google form.
e) Upon opening the link sent through text message, the voter shall click on the boxes opposite the names of his candidate choices and hit the “submit” button to complete the process.
f) All non-MIGS shall be led to their seats in the hall and not be allowed to participate in the voting process.
g) With less than fifty (50) members expected to show up at the venue, the voting period shall be limited to two (2) hours, from 9:00 to 11:00 am.
h) At past 11:00 am, the ELECOM Chair shall announce the termination of voting and start the canvassing of ballots. The aggregation shall include the electronic election returns from the virtual voters.

  1. Online Voting Procedures (Virtual)

a) All registered MIGs and non-MIGs who opt to participate virtually on account of personal circumstances, including time, distance, convenience, health, safety or other considerations, may avail of the zoom link to be provided by the Chapter ELECOM and posted on our viber community a day prior to our GA and BOD Elections, or on Sept 16, 2022.
b) Those who would be unable to attend virtually via zoom app must indicate so in their registration forms and provide their mobile phone numbers in order for the ELECOM to text-message them directly and provide them the link to the official ballots at the start of the voting period.
c) Upon admission into the zoom meeting room by the host or administrator, each member shall give his or her real name and phone number directly to the ELECOM through the chat box at the lower bottom of the screen. The host or administrator will use the real name for identity verification of all participating members (since some use aliases). The real name will then appear on the box corresponding to the member.
d) At 9:00 in the morning, the ELECOM shall begin issuing the link to the official ballot directly to each MIG through the chat box.
e) For those who choose to get their official ballots by mobile phone, the ELECOM shall likewise send the links directly through text messages.
f) Once received, the MIGs, whether using their zoom applications or their text messaging functions, must click on the links which will promptly open the google forms which are the official ballots.
g) The voting process starts with the voter (the MIG) clicking each of the boxes corresponding to the names of their chosen candidates and following all other instructions, and ends with his submission of the electronic ballot to the ELECOM through the virtual button, marked “Submit.”
h) The voting process takes less than thirty seconds to complete.
i) The submitted election return instantly goes into the email address of the AFPOVAI ELECOM and shared with the Chapter ELECOM.
j) Following receipt of the electronic returns, the Chapter ELECOM shall validate, tabulate and finalize the results of all the votes cast.
k) At 11:00 in the morning, the voting period shall be terminated and all subsequent entries shall be stopped.
l) The ELECOM shall simultaneously combine and consolidate the electronic returns in the Google form and prepare to present the outcome of elections to the General Assembly before 1:00 pm of the same day.
